6.36 Organisational Relations

ORGANISATIONAL RELATIONS

All cities, Houses, and Divine Orders may declare organisational relations towards each other, as well as towards denizen organisations. Some clans may also set relations with other organisations (see section on clans below).


City - City Relations
-----------------------
Each city has a background hostility counter against every other city. When
members of a city perform certain aggressive actions against another city, the
counter rises. The exact number is not player-visible, a general idea can be 
had from ORG RELATIONS HOSTILE <city>.

HOSTILE NO LONGER EQUALS WAR. See HELP WAR for details.

The following actions generate hostility:
- guard kills
- tank detonations
- sanctions gained
- killing citizens inside a city
- sinking org-owned ships

The hostility metric slowly decays every Achaean month, and decay at an
increased rate if there has been zero hostility by the city for three months.

When the hostility from one city (let's call them city A) towards another city
(let's call them city B) reaches a certain level, city A will automatically
declare itself hostile to city B. In this instance the CITY SET RELATIONS
command can no longer be used until the hostilities drop natively.

When city A is declared hostile towards city B, be it through use of the 
CITY SET RELATIONS command or by acts of hostility, the following happens:
- citizens of B get bonus xp on denizen kills in city A and its allied areas.
- citizens of B can't get quests in A's allied areas.
- citizens of B don't lose infamy when dying in A's allied areas.

Conversely, if city A declares an alliance with city B, then:
- citizens of A get higher xp loss if they die to a denizen loyal to city B.
- citizens of A can't gain sanction for raiding city B.

If cities A and B are mutually allied, then:
- non-enemied citizens can call for help in either city.
- non-enemied citizens get bonus xp for quests in the allied city and its areas.
- non-enemied citizens can defend city without XP loss during raids (but they
  also count for tank/sanction kills.)

House - House / Order - Order Relations

If two adventurer organisations mutually declare a hostile stance to each
other, they are considered at war (this is separate from the current city/city
system). 

All members of two organisations at war with each other have a roleplay reason
to freely attack each other at any time while this status remains in effect.


Adventurer-Denizen Organisational Alliances
---------------------------------------------
If an adventurer organisation is mutually allied to a denizen organisation,
members of the adventurer organisation may defend the denizens of the
denizen organisation. See HELP DENIZEN ALLIANCES for more information.


Adventurer-Adventurer Organisational Alliances
------------------------------------------------
If two adventurer (non city) organisations mutually declare a hostile stance 
to each other, they are considered at war. All members of two organisations 
at war with each other have a roleplay reason to freely attack each other.

Experience gain and loss reduction between city soldiers, as described in
HELP CITY SOLDIERS, only applies to city soldiers. They do not apply for
members of other organisations at war, or for citizens of a city at war who
are not enlisted.


Clans and Organisational Alliances

Clans, by default, do not possess the ability to declare organisational
relations. A clan must have proved in the eyes of the Garden that they can
use this ability responsibly, and that they are an entirely IC organisation,
before being granted this ability. If your clan is interested in gaining
this ability, seek audience with a Divine friendly to your cause, if there
is one. If such avenues have been attempted and exhausted, the clan leader
may ISSUE with the request. Private or secret clans may not declare
organisational relations.


Syntax
-------
<org> SET RELATIONS <other org> <HOSTILE|ALLIED|NEUTRAL>.
   - For cities, Houses, Divine Orders, and clans, <org> is the type of
     organisation.
     Only a God may formally declare a Divine Order's stance towards 
     another organisation.
     Setting hostile with this command has no bearing on natively earned
     hostility status for the purposes of city vs city war.

     Examples: CITY SET RELATIONS PETRA ALLIED

ORG RELATIONS HOSTILE
   - View all organisations with declarations of hostile relations. If two
     (non city) orgs are mutually hostile, they are considered to be at war.

ORG RELATIONS ALLIED
   - View all organisations with declarations of allied relations. If an
     adventurer organisation is mutually allied with a denizen organisation,
     the adventurers may defend the denizens.

<CITY|HOUSE|ORDER|CLAN> RELATIONS
   - View current relations for your personal city, House, Order, or
     currently selected clan.

     Example: CITY RELATIONS

   - View current relations for a specific city, House, Order, or clan.
