10.16 War

WAR DECLARATIONS
****************

CITY WAR DECLARE <city>
   - When in the City Council Chambers the Leader or Defence Minister of a city can issue a war challenge to another city. 

CITY WAR ACCEPT <city>
      OR
CITY WAR DECLINE <city>
   - Once a war declaration has been issued, the opposing City Leader or Defence Minister has three months to accept or decline the invitation to war.
   - This will require a CONFIRM to take effect.

CITY WAR DECLARATIONS
   - This shows the unanswered declarations.

If the other city accepts, the two cities are at war from that point onwards.
If the other city declines, they may need to pay a penalty depending on the current hostile status. 

Penalties
---------
If Cyrene declines a challenge issued by Hashan, the penalty is:

* None           - if Cyrene has no recorded hostilities towards Hashan.
* 250,000 gold   - if Cyrene has some recorded hostilities towards Hashan, but these are low.
* 500,000 gold   - if Cyrene has been highly hostile towards Hashan, but Hashan has not been heavily hostile towards Cyrene.
* 2,000,000 gold - if both cities have been highly hostile to each other.

The exact penalty is shown when attempting to decline a war challenge, and the declining leader is required to confirm it before it takes effect.

Practically, this means that if a city is actively hostile to another, but then turns down a war challenge as a result of their actions, it will have to pay.

After a challenge is declined, Hashan cannot challenge Cyrene again for 2 Achaean years.

If the declining city does not have enough money in its coffers or Defence funds, the debt will be remembered and any money received by the city will be automatically paid to the debtor until the debt is paid off in full. 

CITY ECONSTATUS
   This will show any outstanding debts.


WAR
***

Once declared, a war lasts for 2 Achaean years unless extended or surrendered.

City leaders/Defence Ministers may choose to CITY WAR EXTEND <other city> to extend the war's duration by another two years.
   - This takes effect when both cities have done so.

An active war has the following implications:
- Soldiers are NOT OPEN PK.
- Soldiers are NOT OPEN PK.
- Soldiers are NOT OPEN PK.
- Room repairs are disabled.
- Retaliation raids do not work - only sanctioned raids.
- Kills for tanks and sanctions count from anywhere in the game.
- Citizens and allies of involved organisations count towards sanctions and tanks.
- An automatic bounty is placed on the city council and the Defence Minister of each city. 
- These bounties are placed on the 1st of each month of an active war, new bounties will only be placed if the previous war bounties have been claimed.

The winner is determined based on performing the following actions:
  - destroying locations
  - dismantling tanks
  - killing city soldiers (high-ranked soldiers count for more)
  - slaying the city guardian
  - fulfilling the automatic war bounties
  - causing loss of city morale
  - sinking org-owned ships

CITY WAR LIST
  - List current wars, including duration and who is currently winning.

A global War newsboard is available to everyone enlisted in an army, and all important war-related events are posted here, including a summary of war activities each Achaean month.


ENDING THE WAR
**************

A war ends when the two year duration elapses and the cities do not agree on an extension. 

Additionally, the City Leader or Defence Minister of the losing city has the option to CITY WAR SURRENDER <city> to surrender and end the war at any time.

After the war ends, the following happens:
  - Hostility metrics and war metrics are wiped.
  - The losing city pays 5 million gold to the winner 
    (or ends up in debt, see Penalties above for how that works).
  - The victor's banners are placed at key landmarks in the losing city.
  - An accolade is gained by the winner.
  - Morale is affected on both sides.

After a war ends, there is a two year period during which the two cities cannot declare war on one other again.
