Ignoring the fact that the Shallam is simply asking to be reimbursed
by shop owners for the expense of keeping their shops safe from bandits
like the ones that robbed Dashel's shop yesterday, why shouldn't a city
expect its citizens to pay to protect the city they do business in from
hostile invasion?
