Typical of Shallam, to impose a tax on the shops (both of citizens and non-citezens) to fund a military campaign that is poorly managed and doomed to fail from the start for lack of interest. "We are losing a war, lets put money into it and see what happens". Perhaps more qualified or interested military leaders is a better solution, but then, no, Im sure they have already thought of that. I am sure that pouring money into into it is a MUCH better idea.
