In response to some feedback on the novice system I made a lot of
changes to it today. These changes are:

- Blocked guild news from newbies (was supposed to be already, was a
bug).
- Switched the positions list and descriptive part of HELP <guild>.
- Added a Head of Novices position to guilds, and the ability for
Patrons to custom-name it.
- Gave the guildmaster the GUILD APPOINT NOVICEHEAD <player> power.
- Gave the novice heads GUILD AIDE <player> and GUILD UNAIDE <player>.
- Gave all guild members, including novices, GUILD AIDES.
- Removed access to GT from novices. They can't speak or hear it now.
- Added GNT (Guild Novice Tell), GNTOFF, and GNTON.
- Added GNT to 'config colour'.
- Added a way for guild patrons to update a file that each guild now has
called GUILDNOVICES. You can do HELP GUILDNOVICES <guild> to see a file
that guilds should use to help novices.
- Upon joining a guild via Certimene, the novice will be asked to read
HELP GUILDNOVICES for their guild.
- Altered the GUILDTELL, GUILDSYSTEM, GUILD, and GUILDMASTER help files.
- Limited Certimene to inducting people level 5 and up.
- Got rid of the secretaries online bit in HELP <guild> and replaced it
with the aides to the Head of Novices.
