Some public channels, currently MARKET and NEWBIE, now have a
balance associated with them.

What that means is that, just like with speech or walking or most
abilities, you will have to wait a short time between uses of the
channel.

If you see "You may use global channels again," then you know that
you now have balance again, and may use Newbie or Market.

If you see "You may not use MARKET again so soon," then you will have
to wait a few more seconds before using that channel. This also
applies to NEWBIE in the same way.
