For the time being, the only time you are allowed to kill someone for
shrine defiling is if YOU PERSONALLY witness it. Hearsay is not
acceptable, and the reason for that is simple: If Person A in an Order
lies and claims that person B defiled 30 shrines, and if hearsay was
allowed, person B would get hit by deaths over and over and over, from
one person's lies. Whom do we then punish? The people who did the
wrongful killing, or the person who did the lying? It's simply more
efficient from our standpoint (and whether you like it or not, we have
limited admin resources) to require that anytime you kill someone you
-know- you have a good reason to do it.
Having said that, we've devised a system that we're going to put in that
should help alleviate these concerns via creative use of the assassin
and champion system.
