Just a reminder: If Bob kills a city guard and leaves the city, city
members do NOT have a right to chase him down and get revenge. You can,
of course, simply enemy Bob and then kill him anytime he's in your city
in the future, but you -cannot- take revenge on Bob later for it. It is
an unmanageable situation if we allow that.

(Also remember that if you're attacked while you're in an enemy city,
you may -not- take revenge on your attackers for it later.)
