Things change and my experience shows me that citizens will continue to defile until the only shrines left are in Shallam.
Thus I say we must have a formal agreement about shrines and where they might be and what they might be used for.
You say that, in the past, the inter-city region was a "holy battle ground." It is that right now. It is not working.
War brings change, and I suggest we try to create a new peace out of this conflict.
