The City of Shallam is one that stands for Goodness, Righteousness and Justice. Among those ideals, is the protection if innocents. Lord Sartan has declared a Mortal hunt upon Rinoa Saer'rac for her ties to Borknagar. He does this for His personal entertainment, a most controversial thought.

Rinoa is an innocent in these games, and to that extent, the city of Shallam has offered full Asylum for her. She will be granted the protection of Shallam while she stays within the walls, any one whom attempts to remove her forcefully from our walls, or to slay her while in our walls, shall be enemied immediately.

Evil brings no place within the walls of the Jewel of the East.
