Treaty for Mutual Prosperity and Allegiance between Ashtan and Eleusis

This is a TREATY between the Ruling Council of Ashtan and the Censors of Eleusis, until such a time as Eleusis has a fully functioning Ruling Council. The purpose is to promote prosperity and goodwill between the two sovereign governments of Ashtan and Eleusis.

TERMS :

Ashtanian - Any citizen of Ashtan.

Eleusian - Any member of the Clan of Eleusis, currently named the Golden Oaks (subject to change).

Loyalists - Any loyal subject of the two cities forming this treaty, i.e. teachers, orphans, etc.

Attacks - any aggressive action that cannot be performed on a person walking in grace.

A. COMBAT BETWEEN CITIZENS

Citizens of Eleusis and Ashtan are subject to the same rules regarding attacks within their respective territories, namely, Eleusis and Ashtan.

a. 1 Attacks of Ashtanians directed at Eleusians within Ashtan will result in removal of citizenship and branding as a city enemy.

a. 2 Attacks of Eleusians directed at Ashtanians within Eleusis will result in removal of citizenship and branding as a city enemy.

a. 3 Non-provoked attacks outside of Ashtan or Eleusis between citizens of both places will result in removal of citizenship of the agressor.

a. 4 Attacks by Eleusians on Ashtanian Loyalists or attacks by Ashtanians on Eleusian loyalists will result in the removal of citizenship and, if done inside city walls, will result in the branding as a city enemy.

B. SPECIAL CONDITIONS FOR COMBAT

b. 1 CITY ENEMIES - Citizens of Eleusis who are enemies of Ashtan will be dealt with as Ashtan deems proper for its enemies with the exception that these enemies will not be hunted in Eleusis. Likewise, Ashtanian enemies of Eleusis will not be hunted in Ashtan.

b. 2 LOCALES - No Ashtanian shall attack within the city of Eleusis itself for any reason other then self-defense. No Sentinel or Druid, Eleusian or not, shall attack within the city of Ashtan for any reason other then self-defense, ratting or thug bashing in the sewers. If a non-Eleusian Sentinel or Druid attacks within the walls of Ashtan, he/she will be enemied from the city of Ashtan. If they attack in the city of Eleusis, the punishment will be set by their respective Guildmaster.

b. 3 ENEMIES OF THE FOREST - Enemies of the Forest status is generally reserved for those guilty of extermination and those people will be recognized as enemies of Eleusis.

b. 4 LANDMARKS - Citizens of both Ashtan and Eleusis may conduct themselves in landmark warfare as they choose, at the site of the landmark, without violating this treaty. When either party removes themselves from the landmark area, all hostilities should cease. The Gaian Tree and the Falls are exceptions and will be covered in the next section.

C. VIOLATION DISPUTES

Disputed violations will be heard and resolved by a board of no less then two Archons of Ashtan and no less then two Eleusis Councillors.

D. THE GAIAN TREE/FALLS

The GAIAN TREE is sacred to the forest folk and is to be off limits for defiling by Ashtanians. In return for this, the FALLS shall not be santified by those Eleusians protected by this treaty. All the other landmarks are free to be defiled or sanctified by citizens of both parties as their beliefs lead them to and engage in combat at the site of those landmarks without violating this treaty.

E. WORMHOLES

Eleusis claims and holds the right to control and/or eliminate any wormholes terminating in Eleusis.

F. TRAPS

Ashtan claims and holds the right to control and/or eliminate any traps within the city walls or sewers of Ashtan.

G. HERB SALES

Eleusian Sentinels and Druids agree to a 20% discount on bulk orders of herbs and concoctions from non-enemied Ashtanites. Bulk herb sales are sales of 50 of one kind of herb. Bulk concoctions sales are sale of new fills or refills totalling 2,000 gold or more, the 300 gold cost of the vial in case of new fills not included in the sale price. The discount is to be based on the guild pricing guidelines of the Sentinels and the Druids. Herbs for credit sales are not covered in this and are available at whatever price the seller and buyer agree upon. This discount is not applicable to herbs bought from shops owned and/or run by Eleusian Sentinels or Druids.

H. AMMENDMENTS
Ammendments to this treaty will be made upon a receipt of a formal proposal and pending a vote of ALL Archons of Ashtan and Council Members of Eleusis.
