Although I am not an experienced diplomat, I think I can
understand what the treaty is about. From what I have heard
the treaty states that if someone defiles a shrine protected
by the treaty, then he can be enemied by the city for that
reason. If I, a priest, were to build a shrine in Ashtan or
help sanctify it, then Ashtan can enemy me and place
bounties on me for that reason. That's just my interpretation
I coul be wrong.
