No, the policy was not 'no aggression at sea.'
The policy was 'if you want to engage in random acts of piracy, you can't use city vessels.'
The policy allowed for the targetting of city enemies under all circumstances under the Sundered flag or otherwise and did not allow much in the way of nuance. If you attacked a vessel that was not a city-enemy while aboard an HNS designated ship, that was a violation regardless of the circumstances if you fired first.
The change was 'we will allow you to open fire first on those not enemied to the Court and not citizens of the Court so long as you have a justifiable reason, with justifiable basically meaning 'not totally random.'' Ships move slower than people and sometimes you have to react with what you got even if it's not ideal.
It also only applied to ships of the Hashani Navy, as private vessels were not under any restrictions whatsoever, except being forbiddeden from attacking Hashani ships, whether Court owned or private.
Your pushback here is actually very illuminating and I appreciate it. I was very confused why a Pirate King would insist on borrowing a ship when she surely has her own. If you thought it was a blanket restriction, that makes more sense.
Also, relevant - I was the one who argued to give you the freedom you were demanding and I convinced the others as well. So overturning the previous rule was my doing specifically. I honestly didn't realize that it was a rule in the first place because as far as I'm aware we haven't had anyone who fired randomly and it never came up before.
