You have done what Mhaldor attempted for centuries without much success, completed the transformation the Tsol'teth began.

Conflict is the crucible of growth, the stimulus to greater achievements, the end of stagnation. Nowhere is this more evident than in your city's transformation, as without the conflict brought to you by the Tsol'teth, your city would likely be heading towards celebrating its 400th year under one Imperiate, continuing its tradition of avoiding conflict and catering to the people who wish to simply languish for ever more without achieving anything.

You have taken a step forward, now comes the hard part: acting on your grand words. I can tell you from past experience that zealots rarely listen to the word of peace. Rational thinking is not encouraged amongst their ranks; acceptance through faith alone is cultivated. What they understand is strength backed by swords, and they will not entertain your plans for mortal achievement for long unless you can back it with action to convince them yours is the better way.

The roadblocks ahead of you do not end there, of course. Do you know what the greatest threat to mortal advancement is, perhaps even more so than zealotry?

Apathy. You have a purge ahead of you in Cyrene. As you have pointed out, throughout its history Cyrene has been a refuge for people who sought peace. Now that you have successfully cultivated War in its ethos, you must ensure you do not allow the roots of peace to fester within your streets.

The War Tsol did what they could to remove the dross from your city, and you must continue that tradition, lest you be once more bogged down by endless bureaucracy and the people's desire for peace preventing you from doing what you must.

I will grant you one final peace of advice, a beacon of hope to look towards as you drudge through yet another endless Senate meeting to achieve your goals. To see an example of what mortals with the capacity, skill, ingenuity, and unity in purpose can accomplish, look no further than the Tsol'teth. Perhaps one day you will have advanced far enough to earn some modicum of respect from them, too.
