Question addressed to Lord Aegis

Lord Aegis,
Attacking the entire Order of a person who defiled Your shrine would be
somewhat circumventing the "writs" system woven into place in order to
deal with said offense.
One would argue that not using a precise and practical penalty--instead
using a strategem that causes much collateral damage and does not even
directly target the offender--is terrorism.
I respectfully request that the difference between this type of
terrorism--the use of unwarranted, excess force that affects individuals
not involved in said offense, when a precise, practical, and
collateral-less alternative exists--and the "thuggery" that was earlier
denied be explained.
Respectfully,
Tiphareth Machiavelli
