Opportunity for unenemying

Greetings, Sapience.
I hope this missive finds you well and in good health. Shallam is
willing to forgive those who have committed crimes against it. This
post's purpose is twofold. First, it is to invite all enemies of
Shallam* to apply for clemency. Second, it is to make public the
procedure for pursuing unenemying.
If you wish to no longer meet resistance when you stride our streets,
please follow the following procedure:
1. Contact any and all Houses of Shallam that you are enemied to, and do
what you must to resolve your status with them. If you meet with
difficulty, let me know and I will do what I can to mediate between you
and the House.
2. Send me a message with the text "I wish to be unenemied."
3. Follow the instructions in my returnmessage.
4. For felons with a large list of crimes or a history of repeated enemy
status will be placed on a project public to Shallamese. This is similar
to a referendum in that if enough reasonable objections are voiced, the
case will be put on hold for a length of time to be determined by the
volume of complaints.
People deemed to be threats to security will be denied ally status
regardless of proffered fines or sentence served.
*The following people are not eligible for unenemying: Mhaldorians**,
members of Mhaldorian houses**, and people who have been enemied within
the last year.
The exception to the above rule is if you believe yourself enemied
Unjustly. If you believe so, I encourage you to let me know.

**This policy, while it may seem unfair, is for the protection of
Shallam. It is also policy to not unenemy those thought to be a threat
to the city, and it is one I stand by strongly. Mhaldor enemies members
of Shallam simply for existing. While we require that young people prove
themselves hostile to Shallam, we feel that evidence of hostility
combined with a membership in Mhaldor constitutes a continued threat.
This is not negotiable, nor will debate about it be responded to,
especially on these boards.
Penned by my hand on the 1st of Daedalan, in the year 419 AF.
