Shallam isn't stupid....we just don't take Tonbee seriously. Would you
seriously take someone who claims they are going to overrun the world,
exluding your own city which spends every living moment doing just that.
Tonbee is simply enjoying himself, which you shouldn't have any problems
with. Wouldn't you be better spending your time trying to conquer
Sapience? (not that it will ever happen.)
