Greetings, Sultan.

I bring you words used by scholars to define the realm of your city's
Patron, the Lady Miramar:

"Those seeking Justice are never turned away from Her presence, no
matter
what creed or ethos they ascribe."

"None are undeserving of Justice... all will be equally viewed by the
Even-handed."

The law barring all Mhaldorians entry to Shallam is one I applaud. It
shows that you have finally realized that Justice is not the way for
your city and its citizens. I look forward with anticipation to your new
Patron, Whomever it will be, as clearly you have strayed from your
current Patron's philosophies.

The sooner that the Council, along with your guidance, Sultan, realizes
that Shallam's other ideals are as flawed as this Justice, the sooner
you will all realize that Mhaldor's is the only way.
