Those of you intimate with either owning a shop or a city's finances
will notice that there has been a one time increase in costs and taxes.
The unions representing the unwashed masses throughout Sapience have
demanded bonuses, and consequently taken the money to ensure smooth
operation of your cities. Cities charged double taxes to shopowners to
help pay for this unforseen expense. Rest well knowing that the common
folk have been appeased.
