It's come to my attention that some of the guilds make a habit of
arbitrarily outguilding people who have been dormant for awhile. This
isn't acceptable as if the player has not yet reached guild level 5,
he loses his skills, for absolutely no IC reason whatsoever. So, please
stop outguilding people simply because they are dormant.
