I have added/changes some of the military/political stuff. First,
I have seperated out the enlistment stuff into a seperate log, readable
(for now) by any citizen, called. You can access it via READENLISTLOG,
or just ENLISTLOG. Likewise, you can just do MILLOG, and REVLOG for the
military and revenue logs now.

City leaders can now automatically see the coffers of the city.
I have switched logs from being based on real days to being based on Achaean months, though the time stamps in them will still be real time.

I have added a WARSTATUS command, useable by anyone on the ruling council or in the Ministry of War. HELP WARSTATUS will explain what it all means.
The end-of-the-month warstatus will now be copied into the beginning of the next month's log automatically.
