City guard changes

In conjunction with Achaea's leaders, we have recently reWeaved the way
that city guards work. The changes are as follows:
- ORDERing a city guard to move will incur a short balance loss.
- ORDERing a city guard to move will require you to possess both balance
and equilibrium.
- Purchasing a city guard will no longer place them in your entourage.
- Security aides may purchase guards from anywhere within the city
proper. (Excluding Sewers, subdivisions etc.)
-- Purchasing them from the council chambers will result in an instant
summoning.
-- Purchasing them from anywhere else in the city requires around 12
seconds to summon. During this time, you may not do _anything._
- Each city guard will only respond to a CALL FOR HELP every 60 seconds.
