If you leave office in a 1-leader form of government for a House,
which is Autocrat or Dictator, you may not hold that office again
until at least two others have held it.

In 3-leader forms, which is Oligarch or Triumvir, you may not
hold that office again until six others have held it.

The first paragraph (about Autocracy and Dictatorship) are what
has changed. The second is just for completeness.

The relevant helps (HELP AUTOCRACY, HELP DICTATORSHIP,
HELP TRIUMVIRATE, HELP OLIGARCHY) have been updated to clearly
reflect this.

*Note: formerly, the limit for 1-leader forms was 6 previous
leaders. It was lowered to 2. 3-leader forms are unchanged.
