Those who are Infamous are open pk, in the universal sense of the
term (they cannot issue, but otherwise gain cause in the normal way).

This does not mean they are open pk TO EVERYONE: they are not. They
are open pk to mark members and others who are infamous.

This is reflected in HELP INFAMY, and is a slight change from the
previous.
