The HELP ISSUES scroll has been updated to include the following
strong warning about abuse, insults, and foul language:

- If you are abusive, or insulting, or use foul language, or attack the
person rather than the act, then we will decide the issue against you,
including quite likely punishing you as well. Stick with the facts.
Don't tell us about the quality, characteristics, or other attributes of
the person you are issuing. Just tell what happened. Anything else and
it may go very poorly for you.
