Beginnings of war

Rumblings of war are in the land!

I've just put in a VERY basic system that may or may not get used as it
stands. I don't actually expect that it will get used but maybe I will
be pleasantly surprised.

Cities may now declare themselves hostile or neutral towards other
cities. CITY RELATIONS <city> will show a chart of how a particular city
feels towards the other cities and now those cities feel towards them.

Citizens of a city may now ENLIST in their city's army. HELP CITY
SOLDIERS for info about that.

The long and short of it is that when two cities both declare themselves
hostile to each other, city soldiers from those two cities have open PK
on each other, with no PK cause gained. Further, xp loss/gain from those
'war deaths' is 1/3 of normal.

All a city has to do to end the 'war' is declare neutrality, though a
city must wait at least 6 Achaean months after a 'war' begins to end it
by declaring neutrality.

Many of you are probably asking, "What is this? There's nothing to be
gained, nothing to be lost, etc." That is, in fact, all correct. It's a
long discussion and we had it on the Elders section already but what was
concluded was that:
1. People won't participate in a war system that has them risking very
much unless there's a lot to gain.
2. We will not force cities or individuals into war.
3. Given this, a city that knows it is going to lose a war that it has
to consent to is simply never going to declare war. I'm HOPING that
maybe city's will take this roleplaying tool and use it as it is
intended, and that citizens of those cities will enlist and bash each
other to their heart's content. Since you can quit the military (after 2
Achaean years) without any penalty, and since a cty can simply end a war
at will (after 6 Achaean months), there isn't much risk in going to war,
so maybe people will use it.

In any case, this is only the very beginning of what will eventually be
the resurrection of a full-on war system with NPC troops, capturing
things, etc. How much this aspect of the system gets expanded depends
largely on whether people who aren't already in the Mark and whatnot use
it.
