Jewelry repair

Mythical level jewelers may now repair jewelry. The cost is based off
the cost to produce a piece of jewelry combined with how far decayed the
item is. If you were to take a piece of jewelry with essentially no time
left, the cost to repair it would be about 20% higher than to produce it
from a jewelry schematic.
Unfortunately, jewelry sold by NPC vendors (or bought in whatever manner
before Jewelry went in) has no prestige value associated with it.
(Prestige is assigned to a jewelry schematic or a clothing pattern when
an admin approves it.) So, what I've done is simply make the cost for
repairing those a flat 5000 gold. In some cases it'll be too high, in
some too low, but that's about all we can do for pre-existing rings and
such.
