The area of Moghedu is now, and will remain for the duration of the
current situation, a free PK zone.

In a free PK zone, no PK cause is created or extinguished. No issue
may be filed for a death within the free PK area. Or, to be more
precise,
you may _file_ an issue about harm/attack/death within the Moghedu
free PK zone, but it will have no effect.

The situation in Moghedu is that it is now in a lockdown, being
under attack by hostile forces attempting to annex it.

This condition has existed since the moment of The Great Mhunna's
recent public post, and will continue to exist until an equally public
declaration is made to that effect.
