I have created the statue that Shallam won in the last Capture the Flag
event and placed it near the entrance to that fine city. It is entitled
"The Effigy of Victory" and its effect is to grant all members of that
city who are level 10 or higher a 10% xp bonus whenever they gain any xp.
It will move from city to city as they win various city-based events.
