The results of the recent referendum on thievery were to get rid of
thievery, but we're not going to do so. The reason being mainly that we
think some thievery is good. However, it does demonstrate that there's a
strong desire to have some protection from thievery, so what we'll
probably end up doing is putting thievery under the PK rules, such that
you aren't allowed to thieve unless you have a reason to PK/thieve.
