City Guards

I've spent the last couple days coding a pretty big change to Achaea.
Basically, we're getting rid of archers and telepaths. They were only
intended as a temporary solution, but somehow that temporary state got
stretched over a few years.

However, finally, the system I MEANT to implement years ago is in! HELP
GUARDS and HELP SECURITY will tell you about it.

In short, telepaths and archers will be removed in about 24 real-life
hours, and cities will hereforafter be guarded by wandering or
stationary mobile guards that will auto-attack city enemies. There are a
variety of types of guards, though the differences are largely in terms
of how much damage they can take, and how much damage they do.

Guards are customizeable by city patrons in conjunction with me, and
fairly soon I'd expect that the generic guards you start with will be
replaced by guards customized to your city.

I hope you like the system. I'm pretty psyched about it, at least, and
spent quite a lot of time getting some minor things in it down
correctly.
