New rule on theft, which will stand until we sort out a more permanent
system:

If you steal, you're free game to be PK'd for the next real-life week,
by anyone, at any time. Stealing isn't illegal, and we're unlikely to
make it so, but if you steal, you should have to live with the
reprecussions of it.
