Organizational help files

I was poking around the various projects that people have set up today
(HELP PROJECTS) and noticed that some people were using them as
reference files for newbies or fellow citizens or guildmembers or
whatnot. So, I came up with a better solution, which are help files that
cities, guilds, clans, the church and coming soon, Orders, can create.

It's late and I'm too tired to put in the help files right now, but the
commands are as such:

CITYHELP EDIT <file name>
- Can be done by ruling council, and any Minister. Creates or edits a
help file with that name.

CITYHELP DELETE <filename>
- Can be done by ruling council, and any Minister. Deletes a help file
with that name.

CITYHELP INDEX
- Shows you an index of city help files.

CITYHELP <file name>
- Shows you a particular city help file.

The syntaxes for the other organizations are the same, except it is:
GUILDHELP, CHURCHHELP, CLANHELP.

In guilds, GMs and Secretaries can edit and delete. In the Church,
Prelates can do it. In Clans, only the clan head may do it, though in
all cases, the organizational Patron can also edit the files.

In any case, this is probably a much easier way to create permanent
informational files than using the news, and having to remember post
numbers.
