If you discover the thief, an the thief refuses to return it, I think I could safely say there are a number of people (big hairy brutes mostly *g*, but I like to think _nice_ big hairy brutes) who could make the thief return it. Of course, as you say, nothing will be done to the thief if the thief returns it.
