Since the Gods themselves seem to differ in their view on the treaty I
will state the church policy.

If you chose to interpret the treaty that you may not defile shrines
South of Thera (including the villages) then you will not be convocated

If you chose to interpret the treaty that you may defile in independent
villages, then when you are within any of those villages you may be
convocated.

The church will assume you all choose the former unless you are witnessed
contributing to the downfall of a shrine within one of the villages.
