Court of Shadows Foreign Influence Regulations

As of the 21st of Scarlatan, in the year 836 AF, the Regency of the Court of Shadows has made the following policy changes in relation to those who wield the Occult, Devotion, or Necromancy. This public proclamation stands as notification and warning. Ignorance of the policy will not serve as an excuse.
Novices will no longer be permitted to join the Court of Shadows as Occultists, Devotion Users, or Necromancers. All current citizens with these professions remain loyal citizens of the Court of Shadows, and have suffered no ill consequence.
Following the implimentation of this policy, any citizen wishing to study the intricacies of the Occult, Devotion, or Necromancy for the purposes of acquiring information or understanding may apply to the Regency for a grant to learn such a profession. Any citizen gaining these professions without the express permission afforded by such a grant will be given a warning to remedy this profession status, before falling under penalty of law. In acord with this policy, any individual wishing to join the Court of Shadows while holding one of the aforementioned skills will be subject to further steps in the application process, and require the unanimous approval of the Regency before being permitted to join while holding any of these skills.
Following the implimentation of this policy, members of these professions fall under the following restrictions while within the bounds of Hashan, be they grandfathered citizens, under a grant, or outsiders. All Chaos entities, angels, or demons, should they be present at any large or formal city gathering, must be dismissed if such is requested by the Seneschal, a Regent, or a Minister. Should enemies attack during such a gathering, they may be resummoned as necessary. Further, under no circumstance should any Occultist open a gate to the Chaos Plane directly into the city of Hashan. In the case of Chaos entities, angels, or demons being summoned by an outsider, a request will be made for the individual to dismiss the creatures or leave. Should this request be refused, an enemy status will be established and a term and fine set. In the case of an outsider opening a gate to the Chaos plane within Hashan, an enemy status will be set, alongside a hefty term and fine.
