My fellow Sapients,

The Tsol'teth invasion has returned. Creatures of their Tide and the Tsol'teth themselves have assaulted our homes and our lands. They have destroyed the barrier against their passage. They have conquered Cyrene, Heart of the Vashnars, in a way that approaches the devastation of the Worldreaver upon fallen Shallam. They spread the Tide where they please with impunity.

I have reached out to Nissa and Angela of New Thera, and they have agreed to host a meeting of all city-states, kingdoms, and regions upon the continent of Sapience who wish to attend. We extend this invitation to the following:

- Moghedu
- City of Delos
- City of Ashtan
- City of Hashan
- City of Mhaldor
- City of Targossas
- Village of Eleusis
- The Cyrene Resistance
- The Tsol'aa of the Aalen
- Tir Murann
- The Conclave of Yudhishthira
- A representative from the lands of Minia
- A representative of Central Sapience
- A representative of the Northern Hills

We propose this meeting to be held on the 22nd of Aeguary, in the Lucretian Athenaeum of New Thera.

Angela, Nissa, and myself would like it to be known that we are not attempting to force you to attend. However, we feel that this is necessary to coordinate a response for all of us, as the Coalition already sought to accomplish.

Angela wishes it to be said that this is not a general assembly, but a meeting of leaders. Arrangements will be made for observers, but she feels that it would be a disorderly and improper chaos otherwise.

Nissa and I wish for you to prepare your leaders in attendance, or your representatives, with responses to the following agenda we have agreed upon:

1. What intelligence can you offer this Assembly regarding the Tsol'teth, their numbers, their strategies, or their goals?
2. What strategies can you employ to counter their Litany?
3. Are you prepared to fight back an incursion of Tsol'teth, and if so how? If not then why, and what do you need?
4. What does survival or victory look like for your settlement or organisation?
5. Options and open discussion among leaders and representatives.

The three of us will await your attendance or response.

On a personal note, I would like to thank those who have worked in Delos to hold back the presence of the Tsol'teth Tide, and I hope that you will continue to offer your efforts in fighting it.
