We're about to start our migration to the new city guard system (see
ANNOUNCE #3388 for more details).

Due to the need to remove all city guards as part of this process, I
offer a reminder that we will be instating a policy of serious
administrative punishment for those who seek to abuse the lack of city
defence.

What does this mean? If you decide to go and do something that would
normally be hindered or prevented by city guards being in place, then
you're abusing the situation. This includes (but is not specifically
limited to) raiding, theft and fulfilling contracts inside enemy cities.

We'll let you know when we've removed this policy, allowing you to
resume any of the above activities.

We ask that you be mature and patient as we institute this new and
exciting system.
