12.15.5 Nishnatoba

The site of devastating battles fought during the War of Humanity, the plane of 
Nishnatoba is vast and mysterious. It is there, upon that great wasteland, that 
Icons are located. That which is accessible to mortals, however, is only a small 
fraction of what lies upon that vast plane.

Nishnatoba is considered to be a "Treacherous Plane." Simply being there puts you
at risk of being attacked by anyone, for any reason... or no reason at all. Once 
you leave the lawlessness of Nishnatoba, however, you may not seek retribution 
for what happened there.
