12.11.10 Isaia

In the farthest reaches of northern Sapience, past an expanse of jagged
hills and trackless tundra is the city of Isaia. Half-submerged beneath a 
sheet of ice, the city and its inhabitants live both above and beneath the
frigid waters. Though peaceful on the surface, beneath the veneer of calm
the Isaians suffer constant and precarious political unrest.
