Merchants' Ordinance

NB: The Merchants' Ordinance will take due effect immediately within the walls of the City of Shallam. All foreign merchants who have no access to the shallamese newsboard, do take heed of the rules and regulations governing the shops in Shallam. Ignorance will not and shall not be used as an excuse in future.

Definition: A set of clearly demarcated rules and regulations defining how the shops in the city shall be governed and under what circumstances would they be closed down or even seized by the national government.

Terms:
a) A shop is liable to closure after two consecutive years of unpaid tax, under which the owner would already have received two reminders from the chancellory to pay his tax. A further two years would be granted, albeit with the shop closed. Failure to do so shall result in a complete seizure of the shop by the national government.

b) A shop is liable to closure if the owner blatantly flouts the price floors of both the venom treaty and the forging price-list thrice (The City shall still recognise the legitimicy of the treaty). The offender would then have to pay a fine of 10.000 gold sovereigns to have his shop re-opened. Subsequent offences would result in fines of 50.000 gold sovereigns.

c) A shop is liable to closure if the owner of the shop commits a grave crime against the city which has warranted in him getting his enemy status. The offender would then have precisely one year to get his status revoked or be compelled to sell it to another person. Failure to do so would result in his shop getting seized by the national government. The City shall not welcome investments from characters who have a direct clash of interest with the City.

Miscellaneous Points in the Ordinance:
a) Under dire circumstances, the proprietor of the shop may choose to sell his shop directly to the city instead of allowing it to float on the market. The national government shall only pay the owner 75% of its real estate value for the shop, however. ie: A shop valued at 175.000 gold sovereigns would only fetch 131.250 gold sovereigns.

b) All new owners of shops in the City are jointly entitled to a name and description change free of charge for the first time.

c) Any private transaction of a shop shall be made known to the Chancellory before-hand. If an owner so wishes to sell his shop, he'd have to inform the Chancellory 6 months before.
