Shrines and the Treaty

This treaty people keep going on and on about has caused more harm than good. Half the people swear by it, the other half consider it long dead. The way I see it, the treaty stands until another is signed to replace it, or until Ashtan specifically goes about defiling the specific shrines protected by the treaty.
All other shrines are up for sanctifying or defilement. What does this mean? It means that the treaty is useless. Defilers can most certainly be killed for defiling - this is not prohibited, and they can also take retribution on their attackers. Since this is the case, there is no incentive to refrain from defiling any shrines... you can be killed for it anyhow.
With this in mind, I declare that the treaty is moot. Forget it. If you want a real treaty, write up a new one. Since defiling is so difficult compared to sanctifying, I see little reason for the church to comply - they have the upper hand by default. The only incentive for the church to make any concessions is in the interests of peace. So either sit down and talk, or fight it out. Its your choice.
