The simple answer, Strife, is: shrines are not oppressive, peaople are. Chaos entities are not oppressive, people are. Swarms of bees are not oppressive, people are. If the world were a peaceful place, shrines would have no need for attacking capabilities, bees could just make honey and entities and angels would be no more than interesting things to look at and play with.
