Hashan's Enmity Policy

This post is designed to outline the policy of the government of Hashan when determining whether or not an individual is to be named an enemy of Hashan. This policy deals only with new enemies; old foes will not be forgiven retroactively as a direct result of this policy. The policy itself goes as follows:
A person will be declared an enemy of Hashan for either of these reasons:
1) They attack a citizen of Hashan within city limits.
The only exception to this is if said citizen is determined to have fled inside city limits after the attack for the sole purpose of avoiding the attack. Fairness will be considered foremost in this matter. For example, if a multiple offender enters our city after a newbie, the offender will most definitely become an enemy of Hashan. But in the more common, more balanced situations, the case would stand to be reviewed by the appropriate authorities.
2) They desecrate a resource of the city. This includes our shops, our proprietors, and most importantly, our young men.
Allow me to make myself clear: People will NOT be branded for personal reasons.
If enmity is declared between the city of Hashan and yourself, you do have a right to object. Speak with our Minister of Security, and your case will be reviewed.
To re-iterate, fairness is one of our prime concerns. We don't want anyone in the lands to feel slighted by such a policy. If you feel you have been so slighted, please contact either myself or Elentari as soon as is prudent.
