tsol'aa shrine

Is it just me or are the tsol'aa in their village(forgive the ooc) NPC's? i have never been to the village so i am asking for knowledge. if they are npc's how can they agree to have a shrine put in their village? The same with the therans. Did anyone ask them if it was okay to put a shrine in Thera? or did whoever put it there just decide it would look good there and stick there without permission? I haven't revealed my past yet but i am a theran and would like to see the shrine out of my home village. So please remove the shrines near and in my home village. i am asking nicely so i won't have to defile them with some help from others. it would be a waste of all of our time, because you are going to get rid of them anyway.
