and has happened many times, as several shop keepers can tell you.

Esch -- I'm not sure why Maran should have had to tell you that we
protect your shop. It is merely common knowledge. What do you
think we pay those archers and telepaths for? We pay them to keep
murderers and brigands out of our fine city. Who do you think will
be most likely to try to steal from your store? More than likely
it will be someone who is already an enemy of the city, and has to
go through the archers and telepathys to get there, and get out
too. I am more than happy to pay the tax that has been imposed
upon my store.
