Shallam is clearly led by wise-headed individuals, as they are simply
anticipating what will become a cost directly to the city, per Achaean
year, per shop. This cost represents the amount the city spends protecting
all shopowners (ungrateful or not) from having their shops broken into
constantly by brigands.
