DECLARATION OF GENERAL AMNESTY FOR PAST CRIMES AGAINST THE DAWNSPEAR
By the Authority of the Bloodsworn Divine and the Dawnlord of Hallowed Targossas,
WHEREAS the Guardian's Hearth, Hallowed Targossas, continues the sacred legacy of the Dawnspear in service to Good through unwavering devotion to the Bloodsworn Divine;
WHEREAS Their city, though heir to this ancient tradition, stands yet in its infancy;
WHEREAS we are presented this opportunity to advance the cause of Good through clemency and fresh beginnings;
NOW, THEREFORE I, Aroan Shire, Dawnlord of Targossas, by virtue of the authority vested in me by the Bloodsworn Divine, and with the advice and counsel of the Conclave of the Dawn, declare a general amnesty for past crimes against the Dawnspear, and hereby proclaim and order:
- All charges filed for crimes against Targossas prior to the founding of the Guardian's Hearth are hereby ABSOLVED
- All persons with no charges for crimes against Targossas since that time shall have their status as an enemy of Targossas PROACTIVELY CLEARED by city officials
- Individual qualifying charges predating the founding of the Hearth shall be STRICKEN from the record, that future judgment may consider only actions committed since Their city's establishment
PROCLAMATION OF GRACE EXTENDED TO VISITORS OF THEIR CITY
BE IT KNOWN to all who approach the sacred gates of Targossas, the Guardian's Hearth:
This proclamation hereby SUPERSEDES AND NULLIFIES all previous visitor policies and edicts. The laws contained herein shall be the sole governance of visitors to Their hallowed city from this day forth.
Those who enter in peace and abide by Targossian law are granted the grace of the Bloodsworn Divine and the sanctuary of Their hallowed walls. Acts of courtesy and respect shall be reciprocated in full measure.
ALL VISITORS must familiarize themselves with these immutable laws governing conduct within the Hallowed Hearth:
FIRST: The practices of Necromancy, Infernalism, the Occult, and Charnel arts are STRICTLY FORBIDDEN within our borders. This prohibition extends to:
- The use of related abilities
- The presence of associated entities or class loyals
- The possession, display, or exchange of any implements connected to these forbidden arts
SECOND: Any visitor demonstrating disrespect through word or deed shall be deemed to have forfeited Their grace and shall forthwith be declared an enemy of Targossas.
THIRD: Those who refuse a request from the Dawnlord, Judicator, a Lumarch, a Defense Aide, or the Minister of Interior to withdraw from the city shall be declared an enemy and removed by force of arms.
