Befouling the Jewel

So much unpleasantness over a harbour left in ruin.
If the Dawnlord considers his city the steward of Shallam's remnant, one wonders why Targossas has seen fit to leave it a floating mass grave, these long years. Befouling the Jewel? You let the former seat of Good rot, Dawnlord. The Pirates of Meropis have offended you merely by offering attention and care to a historical site that you continue to neglect. Shameful.
No matter. We are reasonable scoundrels. With a reasonable proposal.
Over the coming months, the Pirates of Meropis will periodically gather at sea, en masse, before the ruins of Shallam. We will announce our presence publicly, fire flares, and any who feel they have a better claim to the abandoned harbour than we do shall have the opportunity to take it from us by force. Should any seafarers succeed in breaking our maritime blockade of Shallam, the Pirate Lords will withdraw from the location and cease "befouling the Jewel" with our entirely "irreverent" plans to turn it into anything but a decaying eyesore. You'll have our regrets.
However. Should no city or fleet find itself capable of breaking our blockade, we shall consider the harbour forfeit and, shortly thereafter, begin our restoration project.
Best of luck.
