Cyrene's Ban

Addressed to: The City of Targossas
Citizens of Targossas,
Many of you have reached out to Cyrenians wondering why the bans are still in place, why even your novices who know nothing of the Tsol'teth still cannot enter our city.
In 800 A.F., your city saw Cyrene's invasion and occupation by the Tsol'teth, the mass death of our innocent inhabitants, and turned your back. Targossas allied with the Tsol'teth on the chance that those beings might be potential allies against Ashtan and Chaos. You were silent when your leaders raided Cyrene during and after our attempts to re-take our city. You have been silent ever since.
At no point did Dawnlord Sothantos approach Cyrene to request an end to the ban, let alone to offer support in rebuilding the nine tenths of our city that was reduced to rubble. Our Imperiate sent a letter to the Dawnlord years ago, followed by two messages to confirm receipt. Those were ignored. We reached out again several years ago, and were again ignored.
The first attempt to communicate with Cyrene about the ban was a notification to two individual citizens that unless Cyrene drops the ban within a year, their shops will be seized with no compensation. One even had a buyer lined up, but was told by the Chancellor that they would not allow the sale.
Cyrene has reached out to reconcile multiple times. What we seek is clarity and an understanding of what the future will hold for our cities, particularly when the Tsol'teth eventually return. At every turn, at every attempt, we have been rebuffed by leadership unwilling to even have a conversation about Targossas' intent towards Cyrene and the Tsol'teth.
Targossans, is that the kind of tactic you want to see your leadership use? 25 years of inaction and silence, then curt demands?
There is a better path forward. Seek an end to the ban through diplomacy and shared understanding, not through extortion. Do not punish two merchants who simply wish to sell their shops so they can comply with your policies.
